How reporting will work

The planned six-stage process. Reporting is not open yet; this describes intended practice so it can be questioned before launch.

1. Private intake

A person describes what happened through a protected channel that is separate from this public website. Giving a name will not be required. Intake will not open until the channel has been independently security-reviewed.

2. Preservation

Material is stored unchanged with a record of when it arrived, so it can later be shown not to have been altered. Identifying details about the source are kept apart from the material itself.

3. Safety and scope check

People check whether the report falls within REKODI's public-interest scope and whether holding or publishing it could put anyone at risk. Out-of-scope reports are not published.

4. Human review and corroboration

Reviewers compare the material with other sources, records and accounts. Software may help organise material, but no automated system decides what is true or what is published.

5. Right of reply

Before anyone is named, they are told what REKODI intends to publish and given a reasonable period to respond. See the Right of reply page.

6. Publication or protected preservation

If the threshold is met and two authorised reviewers approve, a record is published with its evidence status, the reply and a revision history. Otherwise the material may be preserved without publication.

What will never happen

  • Automatic publication of a submission
  • Publication of a source's identity without their informed consent
  • Payment for information
  • Credibility scores or public voting on allegations
